Electronic Filing at SOAH

The State Office of Administrative Hearings (SOAH) uses the eFileTexas electronic filing service available through the Office of Court Administration (OCA) to facilitate electronic filing in General Docket Cases.

Beginning June 1, 2022, eFileTexas will be available and required for electronic filing in Administrative License Revocation (Driver's License ALR) Hearings.

Important to Note

Only referring agencies can initiate/start a new case.
When filing into an existing case, only enter the docket number (case number) without the suffix. Example: 123-45-6789

To electronically file with SOAH, you may choose from the following:

SOAH Secure File Transfer

**Access to SOAH's Secure File Transfer System is provided by SOAH invitation only.
Parties are not authorized to access or use SOAH’s Secure File Transfer System unless authorized to do so by SOAH for a particular case.**

MOVEit Transfer is a managed file transfer platform used by SOAH to facilitate the secure transmission of certain information in electronic format outside the e-filing process. SOAH’s Secure File Transfer System may be used for:

Exhibits. Effective May 1, 2022, parties in most General Docket proceedings are required to submit exhibits and evidence to be offered at the hearing electronically using MOVEit Transfer at least three (3) days prior to the scheduled hearing date, unless otherwise ordered by the judge. See the General Order Relating to Submission of Exhibits for more information.
Important Note: Exhibits shared through SOAH’s Secure File Transfer are not “pre-filed”, nor are they considered part of the administrative record. Exhibits admitted at the hearing must still be e-filed after conclusion of the hearing in accordance with SOAH Rule § 155.101(b)(1)(G).

Pre-filed testimony, documents filed as exhibits to motions, and exhibits for cases on written submission only should continue to be filed using eFileTexas.

Only individuals who are listed as a service contact within eFileTexas for the specific SOAH Docket Number will be invited and allowed to view and upload exhibits through SOAH’s Secure File Transfer System. SOAH will not provide additional MOVEIt accounts or case access for persons who are not specifically named as a service contact for the case.
Audio/Video Exhibits. Exhibits and evidence in audiovisual format must be submitted electronically using SOAH’s secure file transfer program, MOVEit Transfer. Audiovisual evidence must be in non-proprietary file formats that can be played using either Windows Media or VLC Media Player.
Mediation. MOVEit Transfer is used to facilitate the confidential sharing of documents with the SOAH Mediator and the parties.
